23 June 1952
His Excellency Dr. Syngman Rhee
President of the Republic of Korea
Dear Mr. President:
Thank you very much for sending me certain memorandums on the current situation in Korea. These background material are important in enlightening the western public through press and radio as well as speeches. When more and more evidences come out from the trials, etc. to the effect that both Communists and foreign government people have been intervening in Korea's own domestic political controversies and brazenly bribing parties opposing and/or trying to destroy the Government of the Republic of Korea, or trying to achieve coalition between the Communists and ROK, public mind will be further clarified. I wish to receive as much of such material as possible.
Several days ago I sent you the following cablegram:
"BRONZE PLAQUE WILL BE PRESENTED JUNE 25 TO UN IN NAME OF GOVERNMENT AND PEOPLE ROK IN GRATEFUL MEMORY OF ALLIED DEAD IN KOREA WHO GAVE THEIR LIVES THAT FREEDOM IN KOREA MAY LIVE SIMPLE DIGNIFIED CEREMONY WILL BE HELD IN SECRETARIAT BUILDING PERIOD WHEN GENERAL ASSEMBLY HALL IS COMPLETED PLAQUE WILL BE IMBEDDED IN ITS FRONT WALL AND ANOTHER CEREMONY HELD FULL DETAILS IN MAIL LIMB"
The bronze plaque measures 18 inches by 12 inches; its tone will be of gold. At the top of the plaque are United Nations and Korean flags in relief. The following words are engraved in bold relief under the flags:
"THIS PLAQUE IS PRESENTED BY THE GOVERNMENT AND PEOPLE OF THE REPUBLIC OF KOREA IN GRATEFUL MEMORY OF THE HEROIC DEAD OF THE UNITED NATIONS IN KOREA WHO GAVE THEIR LIVES FOR FREEDOM AND THE PRINCIPLES OF THE CHARTER OF THE UNITED NATIONS. JUNE 1952"
I am enclosing a draft of a short address to be delivered at 11 a.m., June 25, while presenting the plaque, in the name of the Government and people of the Republic of Korea. Since the plaque will be placed on the front wall of the Assembly Building when it will be completed this fall, it was decided to divide the ceremony in two parts: first, a simple dignified ceremony now in the Secretariat Building on June 25th; and second, a big cere money when the plaque will be placed into the wall of the new building.
This afternoon there was a heated debate between the Russian and Western delegations over the Russian proposal to bring the northern Communists and Red Chinese in connection with the germ warfare argument. On both sides feelings became red hot.
With kindest wishes to you and to Mrs. Rhee,
