Excellency:
I have the honor to state that I have been instructed by my Government to inform the Government of the Republic of Korea that the United States Government has been following closely the current situation in the Republic of Korea and that it is its view that martial law should be lifted immediately in the Pusan area, where in the Judgement of the Commanding General of the Eighth United States Army in Korea it is not required as a military necessity. The United States Government also wishes to state that it approves the statement which the United Nations Commission for the Unification and Rehabilitation of Korea discussed with Your Excellency on May 29, and is prepared to support it.
