Evaluation:
Informant appeared fairly intelligent. He was cooperative but was unfamiliar with military affairs due to short period of military service.

Military History:
12 Jul 50 - Conscripted in to People's Volunteer Unit, SEOUL. No military training, Helped in road and bridge repair work within SEOUL and in suburbs.
25 Jul 50 - PW transferred to SEOUL 3rd Replacement Regt (서울補充第三肼隊) SEOUL. One week military basic training, Rifle training with wood rifles. 3,000 conscripts comprised 3rd Replacement Regt.
10 Aug 50 - 3rd Replacement Regt left SEOUL on foot, Regt was unarmed, however troops were dressed in military uniforms.
13 Aug 50 - Arrived at ICH'ON (利川).
14 Aug 50 - Left ICH'ON on foot
15 Aug 50 - Arrived at CH’UNGJU (忠州) via CHANGHOWON-NI (長湖院) SINYANG-NI
16 Aug 50 - Left CH’UNGJU on foot
22 Aug 50 - Arrived in north outskirts of ANDONG (安東) via TANYANG (丹陽), YONGJU (榮州). Officer’s and NCO’s of Regt returned to SEOUL.
25 2200K Aug 50 - 3rd Replacement Regt crossed NAKTONG River over south highway bridge (See Bridges). No opposition encountered. Regt still unarmed.
26 Aug 50 - 3rd Replacement Regt arrived at UISONG (義城). 20 to 30 casualties thus far from US air attacks. At UISONG 3rd Replacement Regt re-designated 8th Div, 3rd Inf Regt. Due to lack of Weapons, only one platoon was supplied with 50 x used M1891/30 rifles and M1938 Carbines (weapons were obtained fran casualties in other units, 8th Div).
27 Aug 50 - 3rd Inf Regt, 8th Div arrived at KUNWI via TOWON-DONG. Regt issued 3 x Maxim HMG M1910 (on Sokolov Mount) and 250 rounds each. Additional rifles taken from casualties in other units issued to 3rd Inf Regt at KUNWI.
29 Aug 50 - 3rd Inf Regt arrived north of HAJANG-DONG. Deployed in wooded mountain on northern outskirts of HAJANG-DONG immediately west of the road running north. 2nd Co, 2nd Bn 3rd Inf Regt remained there. Other units withdrew to the north. Artillery-mortar shelling from US-ROK Army positions. US aircraft strafing and bombing on 2nd Co positions ineffective.
31 Aug 50 (1900) PW captured by ROK patrol.

Bridges:
Highway bridge over NAKTONG River, south of ANDONG, was in serviceable condition (25 Aug 50). Extent of bridge damage unknown, however PW observed wooden boards laid lengthwise over damaged sections of bridges. Two-loaded trucks were observed crossing this bridge. Does not know if bridge will support tanks,

Roads:
Truck route was from SEOUL through KYONGAN-NI (京安里), ICH'ON, CHANGHOWON-NI, SINYANG-NI (新陽里), CH'UNGJU, TANYANG, P'UNGGI (豐基), YONGJU, YANGGI-DONG, ANDONG, MANGHO-DONG, UISONG, TOWON-DONG to KUNWI (軍威). Route from KUNWI, unknown. Serviceability of railroad bridges, unknown. By-passes, using sand-bags and timbers were observed constructed at every stream or dry river bed. Majority of small bridges were damaged by US bombing or were of unserviceable condition through age.

Civil Affairs:
In SEOUL (12 Jul 50), all males, 17 to 26 inclusive, were registered for immediate service in one of the following:
1. People's Volunteer Army (義勇軍),
2. Construction Unit (建設隊)
3. Repair Unit (後旧工聿隊)
4. Political Operations Unit, SEOUL (政治工作隊)
In practice, males, ages 16 to 45 were persuaded to volunteer their services. The younger personnel were sent into the Volunteer Army for 2 to 3 weeks basic military service and then dispatched to the southern front to serve in the rear units of the NKPA. The older men, ages 35 to 45, were sent into the Construction Unit or Repair Unit for work on the road and bridges in the SEOUL Suburbs, These units were supervised by civilians responsible to the People's Committee in SEOUL.
Those with education and proper political background (for example, affiliation with Communist Party in pre-war days) were sent into Political Operations Unit in SEOUL. Political Operations included various phases of civil administration of SEOUL. The People's Committee was one of the Committee's functioning within the framework of Political Operations Unit. Only essential public employees were exempt from service in the above units.
