Evaluation:
Subject was very cooperative and intelligent. No attempt was made at evasion. Reliability good.

History:
Prior to the N. Korean occupation of SEOUL, subject was asst production engineer with ECA. After the occupation; subject was unemployed. Subject arid SO SONG KYUM (徐城岒) organized the TONGSIM PIMYOL KYOLSA (同心 秘密 結社) (Common Cause Secret Ass’n) on 15 Jul 50. The purpose of the organization was to gather military and sociological information on the N. Koreans and report anything of value to ROK forces. The organization was composed of about 20 members. Subject and SO SONG KYUM directed the activities of this organization. The organization gathered the following information:
1. Ammunition dump location: 1.4 km NW SEOUL RR Sta. Obs 16 Aug 50. Observation was made from a road adjacent to the dump. The dump was situated in a RR tunnel. Subject observed troops carrying ammunition cases into the tunnels. The area was well guarded. Source, quantity of ammo unknown.
2. Arms and ammunition storage - Hearsay: 16 Aug 50.
Location: in the woods in CHONG-NUNG Park, SUNG.-BOK-KU, SEOUL, 5 km E SEOUL RR station.
Subject heard that ammo and arms ware stored in the above location. Type, quantity unknown. AA guns, type, number unknown, were also located in the area. Guns manned by NKPA troops.
3. Ammunition dump - Hearsay: 16 Aug 50
Location: On top of southern ridge of MANURI pass, 9 km NE SEOUL RR station
Ammo, type, quantity unknown stored at above location. No details.
4. Foreign Troop Concentration - Hearsay: 16 Aug 50
Location: 500 m NE SUSAEK Power substation.
30,000 Chinese and Koreans of the CCF bivouaced at above area. No details.
5. Foreign Troop Concentration - Hearsay: 17 Aug 50
Location: 1.9 km NNW SEOUL RR station.
8,000 Russians billeted in SEOUL Secondary School. Troops were not permitted to go to town during daylight hours and that they only did so in civilian clothes. Subject observed 2 or 3 Russians in civilian clothes. No details.
6. RR Guard Hqrs Obs: Jul 50
Location: 9 km NE SEOUL RR station.
Hqs situated in KYONGGI Agricultural School Bldg. Details unknown.
7. Security Unit Hqrs Obs: 7 Jul. 50
Location: 1.5 km NE SEOUL RR sta R side of SEOUL Catholic Church. 27m x 24m bldg, Colonel, n/unk was commandant. No details.

Itinerary:
1100, 17 Aug 50: Subject and his friend departed SEOUL. B-29 bombers tried to destroy a RR bridge across HAN River south of SEOUL but were unsuccessful. Arrived SUWON 2130. 17 Aug 50. No incidents enroute.
0600, 18 Aug 50: Departed SUWON. Arrived SONGHWAN. No incidents enrouts.
19 Aug 50: Departed SONGHWAN arr CHONUI 1500, 19 Aug 50. Nothing seen enroute. At CHONUI subject met 20 N. Koreans from the Cultural Dept N. Korean Govt who said that they were going to SAMNANGJIN to carry out political activities. Subject and his friend accompanied the men to CHOCH'IWON. At CHOCH'IWON, subject became separated from the group. No names are known,
20 Aug 50: Departed CHOCH'IWON arr TAEJON at 2230. No incidents enroute.
21 Aug 50: Departed TAEJON travailed toward KUMCH’ON on main hwy. At 0200, 22 hug 50 subject arrived KUM River. At a point about 10 km NW IWON a 10 m long RR bridge had been built with sand bags. The KUM River bridge on the TAEJON-KUMCH’ON hwy was being repaired. Farmers as forced labor were hauling timber. Subject believed that the bridge would be completed by 23 Aug 50. Repair work conducted at night only. Truck traffic forded the river 800 south of the bridge whore the water is 1½ ft deep. At point 12 km W of YONGDONG subject saw 2 or 3 tanks, type unk, heading toward YONGDONG. Subject also observed about 5 trucks loaded with ammo going in the same direction. At a point 500 meters west of HWANGGAN RR Station. Subject observed ammo being unloaded from 5 or 6 trucks and carried into a RR tunnel. Details unk. No personal incidents enroute.
22 Aug 50: Arrived IMSAN-NI. Left main hwy to avoid aerial attacks. Departed IMSAN-NI 23 Aug 50.
24 Aug 50: Arrived CH'ANGCH'ON via CHIRYE. On CH'ANGCH'ON-KWAN’GI-RI hwy subject observed about 20 farmers carrying one box of ammo, each walking toward CH'ANGCH'ON. Farmers said they were forced to carry ammo. There were no N. Korean guards with the farmers. Source of ammo unknown. At CH'ANGCH'ON subject saw about 20 N. Korean soldiers. Unit identification unk.
25 Aug 50: Departed CH'ANGCH'ON arrived YANGJUNG Ares, (2 km SE CH'ANGCH'ON) between CH'ANGCH'ON and YANGJUNG subject observed about 10 farmers carrying ammunition. A farmer was directing the carriers toward a hill northwest of YANGJUNG. No other incidents. Subject proceeded to TASAN-MYON on west bank of NAKTONG River. No incidents.
27 Aug 50: Crossed the river after calling to the Americans notifying them of their crossing.
