2. ASSESSMENT:
PW was talkative but not observant. He seemed to be of low intelligence. He was born in MANCHURIA and spoke Manchurian, Japanese and Korean fluently. He has been with the Japanese Army, Chinese Nationalist Army, Chinese Communist Forces and the NKA.

3. TACTICAL INFORMATION:
Chronology:
PW born in MUKDEN (奉天) MANCHURIA 26 May 29. Finished 6 years primary school at MUKEDN Mar 41.
Nov 45 - Joined Chinese Nationalist Army at MUKDEN. Assigned to 177th Div, 20th Regt, 2nd Bn, 5th Co, 2nd Plat, 3rd Sqd (陸軍一七七師 第二十團 一營 五連 二排 三班). After 6 months training with the 7th sub-unit, Manchurian Security Forces (東北保安師 第七支隊), promoted to S/Pvt during this period.
May 46 - Jul 47 - Engaged in offensive actions against Chinese Communist 8th Route Army forces which were in hills 32 km NW of FUCHIUHSIEN (福吉縣) Area.
7 Aug 47 - The Nationalist Army was defeated at FUCHIUHSIEN (福吉縣) and retreated toward SSEP’ING (四平) through T’IEHLING (鐵嶺).
15 Aug 47 -Captured by CCF 8th Route Army at SSEP’ING (四平).
Nov 48 - Released from CCF PW Camp. Farmed at home.
30 Jul 50 - Inducted in NKA through the CCF 8th Route Army at MUKDEN (奉天).
2 Aug 50 - Assigned to NKA 17th Armored Div SMG Co at P’YONYANG.
o/a 25 Sep 50 - Surrendered to ROK forces at P’UNGGI (豊基).

Strategic Targets:
a. MUKDEN
(1) Airfield
Observed from train on 30 Jul 50.
Location - Located approx. 1.2 km S of the MUKDEN RR station, just W of the RR tracks extending south and approx. 2 km N of a river (100 m wide) flowing west.
Area - The airfield covered an area approx. 700 m E-W x 300 m N-S. The field was level and grassy and had no fence or boundary markers.
Facilities - Approx six (6) large bldg. including hangars, were located on the NE portion of the field. A wind-sock pole was located W of the bldg. Another wind-sock pole was located on the S side of the field.
No runways observed. The aircraft took off and landed in a general SW-NE direction.
Aircraft - The aircraft were parked on the NE portion of the airfield, S of the afore-mentioned bldg. Approx three LAGG-3 type single-engine fighters were observed.
No further details.
Remarks - This airfield was constructed by the Japanese Army and destroyed during World War II. This airfield was under expansion and repair by the CCF. Several large bldg were under construction on the NE portion of the field as of 30 Jul 50.
(2) Airfield
PW heard that a large airfield was located 4 km W of the MUKDEN RR station and that this was the largest airfield in the MUKDEN Area. PW also heard that the CCF had approx six (6) US B-24 type, four-engine, twin-rudder, bombers stationed on this airfield. These air-craft were Captured from the Chinese Nationalist forces. Also, other large twin-engine aircraft were observed on this field.
No further info.
(3) Munition Plant And Storage
Obs - On 30 Jul 50, just before departing MUKDEN for P’YONYANG, PW with officer of the CCF 8th Route Army went to a munition storage to obtain weapons which were to be taken to North KOREA. They received, 14 truck loads of weapons and ammo T/E of 2 rifle regt. PW was told by the CCF 8th Route Army officer that this former Japanese plant was now producing now weapons and reconditioning old Japanese weapons. Also, ammo was being produced.
Location - Located in a general NE direction approx 8 km from the MUKDEN RR station.
Area - The storage area was enclosed by a red brick wall 2 m high and 700 m in width. Further dimensions unknown.
The munition plant was located to the E of the storage area and a rail push cart line connected the plant and storage areas. No further info of storage or plant area, as PW was only able to observe target from outside the brick wall. There were a large number of bldg in area.
Munitions received - The following weapons with ammo were loaded on 14 trucks.
82 mm mortars - possibly Japanese
Japanese LMG
Japanese HMG
Japanese reconditioned 99 type rifles
Administration - The plant was operated by the CCF 8th Route Army and the 8th Route Army guards were posted at all entrances of plant.
Remarks - PW observed the plant only on one occasion, therefore, further details were unobtainable.
(4) Industrial Reconstruction And Expansion
Since 1949, the TIEHSI (鐵面) industrial area (SW of RR Station) of MUKDEN has been undergoing full-scale reconstruction and expansion. The former Japanese steel mill had been put into operation and numerous new industrial plants were also under construction. PW was told by a CCF 8th Route Army officer that this industrial reconstruction was underway in order to properly equip and supply the 8th Route Army.
Sociological Info
a. Population - Population in MUKDEN had increased since 1945. Migrants were from mountainous areas NE of the MUKDEN Area. The shift in population occurred due to the rich farm lands in the MUKDEN Area.
b. Public Health - Typhoid, Cholera and encephalitus were prevalant during the summer months especially since 1945. Everyone required to take immunization shots against cholera and typhoid at the local police stations. The shots were given by appointed doctors of respective districts once a year. There were no public medical facilities.
c. Military Service Regulations - PW stated that a draft policy would come into effect in 1951 by which a person is required to serve 3 yr in the CCF. Age limit unknown.
d. Economy - The market was stabilized and there were no black market since the currency change in Jan 48. Price of an average meal was 1700 Won. The average wage for an unmarried laborer was approx. 1,500,000 Won a month. The price of commodities have almost doubled during period 1948 to 1950.
e. Labor - All farmers were compelled to join a farmers labor union. The youths, including Koreans, had to join the Chinese Communist youth organization.
f. Travel - No travel restrictions enforced within MANCHURIA. Identification passes were not issued and PW knew of no restricted areas in MANCHURIA.
PW was ordered to register with the farmers labor union, the local police station due to the fact that he had been a member of the Chinese Nationalist Army. All such persons of like status were requested to register and travel restrictions were enforced on these persons.
