FIELD REPORT (ADVATIS - 0954) 29 September 1950

1. PERSONAL DETAILS:

2. ASSESSMENT:
PW was uncooperative, did not talk freely, and frequently made contradictory statements. He is an advocate of Communism and a member of the North Korean Labor Party which was formerly the Communist Party of North KOREA.
PW is unreliable. Appeared to be trying to conceal facts of his past activities.
Recommended for further interrogation by CIC for information of the NKPA. Culture officer’s activities and also of the North Korean Labor Party.

3. TACTICAL INFORMATION:
Chronology:
24 Jul 50 - Inducted in NKPA at MUNCH'ON (文川), N of WONSAN. Assigned to 563 Unit (Regt strength) HMG Co. Departed MUNCH’ON by train for OCS with 40 other Pvt's of unit.
5 Aug 50 - Arrived P’YONGYANG. Attended the P'YONGYANG No. 2 OCS, 6th Class. 1,000 students in this one year class. However, after 20 days training, PW and 150 others were commissioned Lts and left for immediate assignment.
25 Aug 50 - Departed P'YONGYANG by train with 150 Lts.
1 Sep 50 - Arrived SEOUL. 50 Lts remained here. Remaining 100 Lts departed next day by truck.
5 Sep 50 - Arrived UISONG. The 100 Lts including PW, were assigned to the II Corps.
15 Sep 50 - Assigned to 8th Div, 2nd Regt, 1st Bn.
19 Sep 50 - Assigned to duty as Culture Officer of the 2nd Plt. While waiting to move up to the front lines, PW was assigned the duty of accounting for all wounded personnel in 1st Bn. 1st Bn sustained 100 wounded in three days. 16 Sep 50 to 18 Sep 50.
23 Sep 50 - PW captured by ROK enroute to T’AP-TONG (塔洞). 8 km S of UISONG.

Unit Organization and Strength: (as of 19 Sep 50)
PW heard from Bn CO that II Corps consisted of the 1st, 3rd, 5th, 7th, 8th, 15th and 17th Divs. Also heard that the 8th Div consisted of three Regts.
The 2nd Regt (300 men) had 2 battalions.

Equipment:
The 1st Bn was equipped as follows:
1 x 82-mm Mortar
2 x Maxim HMG M1910
5 x PPsh M1941 SMG

Disposition:
9th Div CP was located at T’AP-TONG (塔洞), 8 km S of UISONG, as of 23 Sep 50.
The 2nd Regt CP was located 4 km S of UISONG as of 23 Sep.
PW stated that ROK forces were in hills located on both the E and W sides of the above area.
8th Div did not receive any supplies during period 18 Sep - 23 Sep 50.

Communication:
Road conditions between SEOUL and UISONG were good. Destroyed bridges ere repaired with sand bags.

Intentions:
2nd Regt was to defend their position at UISONG. The unit was to regroup at the 8th Div Hqs located 8 km S of UISONG on 23 Sep 50.

Personalities:
8th Div CG - O? Fnu (吳) Rank u/k. Age 32

Morale and Propaganda:
Morale of the NKPA troops in 2nd Regt was low due to lack of provisions equipment and ammunition.
PW made speeches to the troops drafted by the 1st Bn culture officer along the following lines:
1. The present retreat, which the NKPA is carrying out, is to establish stronger defensive lines which will lead us to final victory.
2. The US troops have poisoned the whole city of TAEGU, therefore both them US and NKPA troops are unable to enter this city.
3. The Japanese Army is now fighting for the ROK Army.
4. We, the NKPA, should take all enemy troops as PsW.
5. If you are caught reading a UN propaganda leaflets, you will be shot by a firing squad.
6. The American forces will torture any captured NKPA soldier. Fight to death and never be captured. Never reveal any military information to US Forces if taken POW.
7. The American Imperialists are invading South KOREA. It is our duty to free the country.
PW believed that he would be killed if he was to be captured by the UN Forces but he became doubtful when on 22 Sep 50 he saw a UN propaganda leaflet to the effect that PsW in UN prison camps were being treated well.
PW stated that these propaganda leaflets were very effective on the NKPA troops, therefore it was bis duty to keep the troops from reading them.

4. GENERAL INFORMATION:
Information of North Korean Labor Party:
a. Requirements to become party member:
(1) Must cane from non-prosperous agrarian class.
(2) Must be able to carry out all orders and plans issued by the party.
(3) Must be an earnest propagandist.
(4) Must attend political lectures two hours per week for one full year.
(5) Must have a recommendation from a Party Committee Member and two sponsors who are also Party members.

Privileges and duties of party member:
Privileges: Party members had priority and authority over the people of a village. Only part members were eligible to hold positions or work in public offices or organizations such as the Security Force (NK Police Force), Home Defence Forces, or become leaders of Communist Youth Organization (MINCH’ONG (民靑), Farmers League (農民同盟) and the Women’s League (女性同盟). Only party members. were able to become managers of factories.
Duties: Party members must carry out any orders issued by the Party. Members must pay dues of 10 WON per month for farmers and 10% of wages for others. Members must attend general meetings held twice a month. Members must attend political. lectures once a week. Members must report any anti-communist activities of non-party citizens, Members had duty of enlarging party influence (長成事業).

Expulsion from Party and result:
When: 1. Member does not earnestly carry out rules and regulations set forth by their respective cells.
2. Found guilty of revealing party secrets to non-party citizens.
3. Found guilty of any anti-Communist activities. (PW stated that becoming a PW while fighting for Communism would not be considered an anti-Communist act).
Result: An expelled Party member is constantly watched and his activities are closely watched. He is considered worse than a reactionary.
Secrets of Party: No classification other than secret.
1. Policies to be realized in near future in farming areas.
a. The reallotment of farm land.
b. Give advice to reactionaries by not revealing the advisors status as Party members,
c. Every Party member always carried a blue membership card which had members picture, name, date of birth, address, name and place of issuing agency, date of issue.
PW stated that number of card could not be shown to other party members. PW's card number was 86105.
Head of the Party was KIM, Tu Bong (金斗奉).
d. Party Organization: (organization and personalities of higher organization were unknown).

Party Members or Cells
Orders or plans from MOSCOW were forwarded to each Party member through the Party Organization. Orders from MOSCOW took approximately 30 days to reach Party member. Means of Party contact with Communist International Headquarters at MOSCOW was unknown.
Party members were not forewarned when NKPA attacked ROK.

Indoctrination Material and Source:
History of the Soviet: Printed in Korean gives History of Communist RUSSIA since the revolution. Each district committee has copy of this book. Source unknown as only extracts from book were given to party members.
Selections from LENIN’s Work: Same as above.
Information on the Movements and Offensive activities of the Communist International Headquarters at MOSCOW through Party organizations.
Party members held discussion on the following subjects laid down by the propaganda section:
a. Policies of BOK
b. ROK police state
c. American Capitalism
d. Property Rights
e. The low production of South KOREAN industry.

North Korean Security Force (Police Force):
(北朝鮮保安隊)
The "Security Force Ministry" was changed to "The Internal Affairs Ministry" (內務暑) in late 49.
PW did not know the strength of the County "Internal Affairs" force but stated the Inspection or Investigation Section (監案俆) had approximately fifteen plain clothesmen party members.
PW stated that the County Party Committee held close contact with the Inspection Section (監案俆).

Reaction of Citizen:
1. Non-party citizens were quite afraid of the "Internal Affairs" office, especially the Inspection Sect (監案俆). They had no idea as to who were the ones working for the Section or who were informers. They were all aware of the fact that their every day activities were being watched.
2. PW, on one occasion, was requested to watch the movements of one of his neighbors.
3. Citizens opposed the forced labor gangs (勞力動員會) ordered by the "Internal Affairs" office.
4. Citizens had no choice but to act as if they were pleased with the Internal Affairs Ministry.

Treatment of Prisoners:
1. ROK Govt officials - Captured ROK officials were tried before a Peoples Court as traitors. PW observed the Vice Police Chief of MUN’GYONG (聞慶) locked in stockade 28 Aug 50.
2. Convicted NK citizens - Tried before a People's Court. Death Penalty in North KOREA. There was a prison labor camp located at HAMHUNG.

History of North KOREA Labor Party:
Organized in late 45. Place of organization, unknown. The Party was called the Korean Communist Party. Reorganized in Jul 46. Combined with the SINMIN-DANG (新民當) Party and called the North Korean Labor Party.
In Jul 46, there were 80 party members in village of TAEWARI (大瓦里)--PW‘s home town, and as of Jul 50, there were 130 members. Total population of village was approximately 800.

5. REMARKS:
PW had his NK Labor Party Identification Card when captured but it was taken by captors.
