1. PERSONAL DETAILS:

2. ASSESSMENT:
PW and 7 CCF deserters approached UN line and voluntarily surrendered with "Safe Conduct Pass" to elements of 19th ROK Regt. In good physical condition at interrogation. Average intelligence. Being from a rear echelon unit, unable to reveal information on frontline units. Information is considered fairly reliable. Not recommended for further interrogation.

3. TACTICAL INFORMATION:
a. Chronology:
Inducted into CNA at TUNGMIN-SHIEN Feb 47 assigned to 48th Army (CNA), 105th Div, Hq & Hq Co. O/a Dec 49 captured by CCF at SUNYONG. After 2 months political indoctrination, assigned to 39th Army, 116th Div, Hq Security Co.
O/a 28 Feb 51, 116th Div withdrew N across HAN River and marched several nights arriving 8 km N from place of capture. O/a 062100 Mar 51 PW deserted Co during withdrawal N. Proceeded S to UN line to surrender. Enroute, joined 14 other CCF deserters from Hq Security Co and proceeded S. O/a 100900 Mar 51 observed UN troops from top of a hill at village vic place of capture. The group, including PW, proceeded to foot of hill. 7 remained on hill. PW, with "Safe Conduct Pass", delegated himself to negotiate with UN troops. Approached a village. After negotiation, returned to foot of hill and persuaded the 7 CCF to surrender. Enroute they were fired upon by UN troops and fled.

346th Regt was approx 6 km NE from place of capture. 347th and 348th Regt were to rear of 346th Regt and in reserve.

e. Mission:
Mission of the Div Hq Security Co was to defend Div CP.

f. Locations of Other Units:
38th, 42d Armies known to be in KOREA.

g. Reinforcements:
Asst CO departed for MANCHURIA to obtain replacements. Heard from political leader that CCF was to start spring offensive o/a 6 Feb 51 (Chinese New Year) with vastly increased manpower and air support.

h. Broadcast & Leaflets:
Heard air broadcast on 2 occasions. Inaudible due to sound of engines and short length of time they flew over PW. Gist of air broadcast: "Throw down your arms and surrender. You are fighting a fruitless war here in KOREA". Heard from political leader that UN Forces are using leaflets to induce CCF troops to surrender, that they would be shot immediately upon surrendering, and that contents of leaflets are untrue.

i. Morale:
Troops are demoralized by air strikes, arty, and lack of food. Heard discussion among former CNA troops that CCF is facing determined UN Forces with superior fire power and that eventually CCF troops will be defeated in KOREA.
Remark: Since moved at night, PW and 7 others (4 were former CNA and 3 CCF troops) who surrendered unable to reveal information on troop disposition enroute to UN line. Half of the group illiterate.
