1. PERSONAL DETAILS:

2. ASSESSMENT:
PW was talkative and seemed cooperative. He worked in FUSHUN (撫順) for approx. 7 years as truck driver and seemed quite familiar with the town area, but did not observe the industrial installations with interest. PW did not contradict himself therefore reliability seems good. He was not a member of the North Korean Labor Party.

3. CHRONOLOGY:
Apr 38 - Entered MANCHURIA. Arrived FUSHUN (撫順). Worked in grocery store for 1 1/2 years as delivery boy.
Dec 39 -Employed by the FUSHUN Brick Mfg Plat as a truck driver.
Sep 45 - Returned to SINUIJU (新義州), KOREA.
PW worked as a truck driver at FUSHUN for approx. 6 years and during that period he only departed from FUSHUN on approx. 5 occasions to deliver brick to MUKDEN. Therefore PW was familiar with FUSHUN and did not have knowledge of any other location.
TARGETS: PW observed the following industrial targets in FUSHUN (撫順).

FUSHUN Coal Mine:
Observation: PW observed this coal mine frequently during period 1938 to Sep 45.
Location: The coal mine was located 10 km W of the FUSHUN RR Station on the north side of the RR track which led to MUKDEN.
Area: The coal mine area was located on the slope of a hill and covered an area approx. 3 km in diameter. There was one open pit, 1000 m in diameter and 500 m deep, in the area. Electrified Cable RR care tracks entered the pit. Approx 4 tracks entered the pit.
Operation: This coal mine was controlled by the Manchurian Government. Coal was dug by electrics shovels and dynamite.
Products and Production: This mine produced oil shale and high grade coal. 30% of the product was oil shale, but PW was not able to estimate the amount of coal produced at this mine. The coal and oil shale produced at this mine were transported by electrified RR cars to a chemical, plant, steel mill and synthetic oil refinery located in vicinity of the coal mine and also to most large cities in MANCHURIA.
Labor Forces: There were approx. 50,000 laborers employed at this coal mine. 10% of the workers were Japanese, the others being Manchurian. The Japanese occupied mostly supervisory or administrative positions.
Comments: All machinery in this coal mine was removed to RUSSIA by Russian soldiers in Aug 45. As result coal could not be produced in a large scale but only by manual labor with picks and shovels. The pits were filled with water as the water pumps were also removed.

STEEL MILL:
Observation: PW observed this steel mill frequently during period 1938 to Aug 45, and entered the plant area on approx. 3 occasions.
Location: The steel mill was located approx. 9 km W of the FUSHUN RR Station and 2 km SE of the coal mine. Installations of the steel mill were located on both the N and S side of the RR tracks which led to MUKDEN.
Area: The steel mill covered a 1,000 x 500 m area and was enclosed by a barbed wire edged wooden fence or brick wall. A double track electrified RR spur, which ran through a warehouse area entered the steel mill area from the south.
Operation: This steel mill was operated by the coal mine office, of the Manchurian Government.
Buildings: There were approx. 10 reinforced concrete buildings from 100 x 70 x 16m to 50 x 30 x 10m, with galvanized iron saw-toothed type roofs, located in the area. PW was not able to identify or describe each building in detail.
There were approx. 6 concrete chimneys 50 m high located in the area. PW never entered the buildings and had no knowledge of the technical or mechanical facilities.
Products and Productions: This plant produced RR rails; RR wheels, steel, wirings and various other iron and steel products, from scrap iron, for the mine office. PW was not able to estimate the production capacity of this plant.
Labor Force: PW estimated the number of plant employees to be approx. 1,000, but was not able to give break down or number of technicians.
Comments: PW stated that all essential technical and operational facilities were removed from this plant by Russian soldiers in Aug 45, and were believed to be transported to RUSSIA.

SYNTHETIC OIL PLANT:
Observation: PW observed this plant frequently from 1938 to Aug 45, and entered the plant area about 3 times on truck to receive gasoline which was produced at this plant.
Location: The plant was located 4 km W of the FUSHUN RR Station and 5 km E of the steel mill. Installations of the Oil Refinery Plant were located on both the N and S sides of the RR line which led to MUKDEN from FUSKUN.
Area: The Plant covered an approx. 4,000 x 1,500 m area and was enclosed by electrified barbed wire fence 3 m high. Four electrified RR tracks entered the plant area from the south.
Operation: This oil refinery was also operated by the Coal Mine Office of the Manchurian Government. The plant was operated 24 hours per day on three 8-hour shifts.
Buildings: There were a large number of reinforced concrete buildings in this plant area, but PW had no knowledge of details. PW observed approx. 6 steel fuel tanks, 5 m in diameter and 15 m high, located on the N portion of the area.
Products and Production: The plant produced oil, gasoline grease and various other chemicals from the oil shale produced at the coal mine. No details of products or production were known.
Labor Force: There were more than 10,000 workers employed at this plant. Details unknown.
