National Assembly May 2 by vote 137 of 184 present and voting elected DP supreme committeeman Kwak Sang-Hun as speaker to fill remainder Yi Ki-Pung’s term ending June 6; Assembly also approved by voice vote steering committee recommendation reject pro-offered resignation Vice Speaker Yi Chae-Huk. In acceptance speech, Kwak described Immediate responsibility assembly as amendment constitution, resignation and new assembly elections and finally, election of President. Re last item, Kwak did not specify whether President would be directly or indirectly elected, a point now at issue in constitutional amendment discussions.
Resolutions introduced for preparation draft bills for reform National Police and amendment House of Representatives election law. Cho Yong-Gyu (DP) also made recommendation in form emergency motion that constitutional amendment bill be presented plenary session not later than May 10, and that Foreign Minister and Acting President HUH Chung shall not schedule presidential elections until after constitutional amendment passed. Those motions approved by voice vote.
Opening May 2 meeting delayed almost five hours as liberals debated position re election Kwak as speaker and acceptance resignation Rhee. Although press had reported agreement reached earlier between parliamentary leaders both parties be elect Kwak and accept resignation May 2, LP apparently unable obtain agreement agree among selves re latter point at Today’s mooting and DP apparently forced yield on acceptance Rhee’s resignation immediately in order obtain necessary majority vote for Kwak.
Motives and extent movement with LP to delay formal assembly acknowledgement Rhee’s resignation not year clear, although press today speculates LP sought assurance acceptance resignation would not be followed immediately by call for new presidential elections. (This may have been purpose Cho Yong-Gyu’s motion.) Other considerations, however, may have been involved (see EMBTEL 1051). If precedent assembly’s acceptance Chang Myon resignation followed, Kwak at any time can announce acceptance resignation without asking for vote. DP, however, may let matter ride for few days in order avoid complicating discussions on constitutional amendment.
One-day hearings on constitutional amendment draft scheduled for May 5. Principal differences LP-DP drafts relate to: 1) composition and powers of House of Councillors; 2) powers of President and method of election; and 3) qualifications and method of selection Prime Minister and members State Council. Politically, most significant differences are: 1) DP would elect all Upper House members directly; LP would elect part indirectly; 2) DP proposes direct election President with limited powers for six-year term; LP indirect election by assembly and provincial councils for same term; and 3) under DP draft. Prime Minister must be member assembly; LP draft omits this qualification.
Target date May 10 which adopted by assembly refers only to acceptance draft amendment by assembly which presumably will be followed immediately by public announcement and 30-day interval before assembly can begin formal consideration and put to vote. Too early predict whether assembly action at that time will be more formality requiring several days or will involve debate two or three weeks. In any event, present constitutional amendment schedule runs very close to June 17 constitutional deadline for announcement presidential elections (EMBCIRTEL 4).
