Urtel 1217. ^註02 While appreciating many merits ur suggestion Dept believes present instructions to Clark provide effective enough basis for his meeting with Rhee without adding ur suggested approach. US Govt must be in position to carry thru any implied threats. Therefore, must await ur reply Deptel 894 ^註03 and Clark’s recommendations fol his conferences Pusan before making top level decisions here on specific courses of action if Rhee remains adamant and situation deteriorates further.

Request that recommendations you and Clark fol call on Rhee cover specific measures short of Deptel 894, particularly specific proposals for providing safe quarters and protection for National Assembly, as indicated in latter part first para ur 1171 ^註04 and suggested ur 1216. ^註05

We are inclined to favor such action at least as a first step if Clark’s representations not effective. Preliminary view here is that it wld be important that any action of this type be taken in response to a request from the Assembly to UNCURK and UNCURK’s recommendations to USG as Unified Command. Prompt action to reach nec USG decisions will be taken upon receipt of recommendations from you and Clark. We will also undertake immed to consult with principal interested Governments. As recognized in ur 1216 it wld be important that such governmental decisions be reached prior to Assembly or UNCURK action of this kind. In event governmental decisions reached to take such action and request received from Assembly can we be confident UNCURK wld take nec steps implement such a plan?

Dept also believes it wld be advisable, fol Gen Clark’s mtg with Rhee, you convey in appropriate manner to Assembly leaders position US Govt which has been presented to Rhee including substance ur May 30 note. Purpose to ensure both executive and legislative authorities have same understanding of US Govt position.

899. 귀하의 전문 1217 ^註02. 귀하의 제안이 많은 장점을 갖고 있다는 점은 인정하지만, 이같은 추가적인 제안사항을 보태지 않아도 현재 클라크(Clark)에게 전달된 지침만으로 이승만과의 회담에 필요한 충분한 기초가 제공되었다고 국무부는 판단한다. 미국정부는 협박을 통해서라도 일을 진행시켜야만 하는 입장에 처해 있다. 따라서 우리로서는 국무부 전문 894 ^註03에 대한 귀하의 답변 및 부산회담이 끝난 이후 클라크의 권고안 등을 참조하여 최고위급의 결정을 내려야 할 것인데, 그것은 이승만이 여전히 뜻을 굽히지 않고 사태가 더욱 악화될 경우에 대한 특별한 행동방침에 대한 결정이 될 것이다.

귀하와 클라크가 이승만을 방문한 다음에 국무부 전문 894에서 빠져있는 특별한 조치들, 예컨데 귀하의 전문 1171 ^註04와 1216 ^註05에서 제안했던 국회와 국회의원 개인을 보호할 안전지역을 제공해야 하는 것과 같은 구체적인 권고안들을 보내주기 바란다.

클라크의 방문이 효과를 낳지 못한다면 우리는 그러한 대응을 첫 번째 조치로써 취하려 한다. 여기의 전체적인 분위기는 이런 종류의 대응은 대사관이 부흥위원회(UNCURK)에 요청하고, 통합사령부로서 부흥위원회가 미국 정부에게 권고안을 제안하는 형식을 통해서 이뤄져야 한다는 것이다. 미국정부의 결정에 따라 필요한 즉각적인 행동은 귀하와 클라크의 권고안이 접수된 이후에 진행될 것이다. 아울러 우리는 우선 주요한 관계국 정부들과 협의를 즉각 개시할 것이다. 귀하의 전문 1216에서 인정한 것처럼 이러한 정부차원의 결정은 한국국회나 부흥위원회가 이러한 행동을 하기 전에 미리 이뤄져야만 할 것이다. 정부차원에서 그러한 행동을 취할 것이 결정되는 경우 그리고 대한민국 정부가 그러한 행동을 요청하게 될 경우, 부흥위원회가 그같은 계획을 집행하기 위해 필요한 조치들을 확실히 취할 수 있는가?

국무부에서는 클라크 장군과 이승만 간의 회담 이후 귀하가 적절한 방법을 활용하여 국회의 지도자들에게, 귀하가 5월 30일날 작성했던 내용들을 포함하여 이승만에게 제출했던 미국정부의 입장을 전달해 주는 것도 생각해볼 만하다. 입법부 및 행정부의 책임자들 모두가 미국정부의 입장을 이해할 수 있도록 확실하게 하려는 의도이다.
