1217. Rptd CINCUNC Tokyo and EUSAK Adv as DIP 236. Re DA 910149 ^註03 requesting Gen Clark and/or Gen Van Fleet visit Rhee to support US Govt-UNCURK action on behalf UNC.

Gen Clark has asked Gen Van Fleet meet him Pusan June 2 to carry out this mission after consulting with UNCURK and myself.

I note tenor of instructions is to point out concern over present internatl developments as constituting mil danger and as interfering with constitutional process of govt and to point out that UNC backs UNCURK statement. In short, representation apparently will be another expression of views, even though in course of expressing them the generals succeed in impressing Rhee that they are really seriously disturbed.

I submit that Rhee’s time schedule is such that another representation limited to an expression of views is likely to be brushed off in same manner as previous representations. Vital time will be lost since next step will have to be delayed beyond June 2.

I wld appreciate instructions before morning June 2 whether foregoing type of approach stands or whether Dept and Def wld approve fol:

After forceful presentation of reasons for UNC concern, that generals be authorized to demand immed action by ROK Govt to fulfill both points in UNCURK statement. They shld also be instructed what to reply to any question as to what happens in event demands not promptly fulfilled: Possibly that this wld be matter having gravest consequences, for which Rhee alone wld be held responsible.

I recognize I may be beating the gun in making such proposal, but I am sure Dept knows from preceding msgs my feeling that issues at stake justify nipping this thing in the bud and that time is of the essence. My suggestion these demands be made by Gens Clark and Van Fleet on behalf of Unified Comd is based largely on their great prestige with Rhee although I realize that demands of this nature shld normally be presented by chief of mission. I would of course be glad to present demands if Dept so desires.

1217. 유엔군 사령부 보고 및 주한 미 제8군 DIP 236. DA 910149 ^註03은 미정부와 유엔한국통일부흥위원회(UNCURK)의 조치를 지지하기 위해 유엔군 사령부를 대신하여 클라크(Clark) 장군이나 밴플리트(Van Fleet) 장군이 각각 혹은 함께 이승만을 방문하도록 요청했다.

클라크 장군은 밴플리트 장군에게 6월 2일 부산으로 자신을 방문해서 나와 부흥위원회 등과 함께 이 임무에 대해 상의할 것을 요청했다.

나는 지령의 취지가 군사적 위기상황을 조성하고 정부의 헌정절차에 간섭하는 현시점의 내정위기에 대한 우려를 지적하는 것이며, 유엔군 사령부는 부흥위원회의 성명을 지지한다는 점을 지적하기 위한 것이라고 설명했다. 장군들은 이승만에게 그들이 매우 혼란스럽다는 인상을 주기 위해서 표현방법에 신경을 쓰겠지만, 결국 그들은 약간 다른 견해를 표명할 것이 분명할 것이다.

이승만의 일정표를 감안한다면, 우리들의 의견전달은 그가 예전에도 그랬던 것처럼 간단히 무시할 것이라고 말했다. 다음 단계의 조치는 6월 2일 이후로 미뤄질 것이기 때문에 이렇게 되면 우리는 매우 중요한 시간손실을 입게될 것이다.

이전의 접근방식이 여전히 유효한지 혹은 국무부와 국방부가 다음의 조치를 승인할 것인지에 관한 지침이 6월 2일 이전에 주어져야 한다고 본다 :

유엔군 사령부가 가진 근심의 타당성을 강력하게 표명한 다음, 부흥위원회의 성명에 담긴 두가지 사항을 한국정부가 수행하도록 하는 즉각적인 조치를 요구할 수 있는 권한을 장군들에게 부여해야 한다. 또한 요구사항이 즉각적으로 집행되지 않을 경우 어떤 일이 일어날지 되물을 경우 장군들이 어떤 답변을 해야할 것인지에 대한 지침도 요구된다 : 이는 대단히 중요한데, 왜냐하면 이승만은 스스로 이에 대한 책임을 져야할 것이기 때문이다.

그같은 제안을 내놓으면서 내가 성급한 판단을 했을 수도 있겠지만, 국무부는 이전의 메시지들을 통해서 이러한 중대한 시점에서 진행된 사태들이 가능한 초창기에 싹을 잘래내야 함을 그리고 시간문제가 대단히 중요한 것임을 잘 알고 있으리라 확신한다. 이러한 요구사항들을 통일사령부를 대신하여 클라크 장군과 밴플리트 장군로 하여금 제출케 하는 것은 바로 이들에 대한 이승만의 신망이 높다는 이유때문인데, 내 생각에는 이러한 요구사항들의 본질상 사절단의 책임자가 이를 전달하는 것이 나을 것이다. 국무부가 원하기만 한다면 나는 기꺼이 이같은 요구사항들을 전달하겠다.
