Dear Bob:

Thanks for your May 10 letter thru the pouch received this date. Appreciated your continual concern relative to my health. It is indeed good to know that someone overseas think of me as you do. Honestly, I think it is people like yourself who keep me alive and on the go. Your constant thoughts for me are added encouragment to my grinds here.

When Mr. Kingsley made his latest visit here, we reminded him of UNKRA and its inactivities. Of course his excuse is as usual: UNCACK is now doing what UNKRA would be doing had it not been for this War. However, PM Chang reminded Kingsley nevertheless, UNKRA could get on with some of the other needed programs and projects. Consequently UNKRA will begin with certain educational technical programs. We requested for a memo on it. As a result thereto we received it and have circulated among the various Ministries concerned for their study and will soon be brought up before the State Counsil for due consideration and action thereon.

Yes, the local Presidential Election is in the fat now. I am certain of the ultimate outcome: our Prexy will be re-elected without any doubt. General populace are hooting and howling for his re-election via the popular votes. It created a serious dilemma in the National Assembly. Constitutionally the latter has the prerogative in the election of President and his Vice. But with what the present loud clamor from the average KIMs and LEEs for popular voting of the Prexy, looks as tho the NA might have to give way to the people’s wishes. Yes, we must wait and see what happens next month.

Speaking of that “Who’s Who” I promised to mail you. Each time I get it in order ready for mailing, another change in the Ministry or Ministries so I correct the listing up-to-date. Today, upon receiving your letter, I again got the list out and rechecked it for latest additions and corrections. Surprisingly enough, I noted following number of changes made since the founding the ROK Government: Cabinet, 83; Offices, Boards and Commissions, 14; Total 97 changes. This total does not include the original appointees at the formation of the Cabinet, Offices, Boards and Commissions in August 1948.

Former PM John Chang is still receiving treatment at the local US Army evacuation hospital. ■aw him last on the 11th. New PM Chang is a real livewire and suits me fine. He retained me as his special assistant but has permitted me to exercise additional responsibilties with full authority as if emanating from him personally. That also suits me fine because now I could go ahead and issue certain directives for necessary actions. As a matter of fact I have done some investigating already for the good of the ROK. Partuclarly on some of the criticism leveled against the ROK Governmental agencies. PM Chang informed me that I am his “right-hand-man” which is being appreciated. This sheet is running out so must stop for now. ALOHA to all of you.

지난 5월 10일 우편물을 통해 보내주신 편지를 최근 받았는데, 감사드립니다. 제 건강에 대한 당신의 꾸준한 염려도 감사드립니다. 태평양 건너에 당신과 같이 제 몸을 생각해주는 누군가가 있다는 것을 생각하는 것만으로도 좋습니다. 솔직히, 당신과 같은 분들 때문에, 제가 살아있고 앞으로 나아갈 수 있다고 생각합니다. 당신의 꾸준한 염려 덕분에 이곳에서 나의 분골쇄신에 힘을 얻고 있습니다.

최근 킹슬리(Kingsley)씨가 이곳을 방문했을 때, 우리는 UNKRA와 흐지부지한 활동에 대해 떠올렸습니다. 물론 그의 소명은 납득이 갑니다. 원래 전쟁 중 UNKRA가 했어야 할 일들이지만 하지 못했던 일들을 UNCACK이 현재 진행 중에 있으니까요. 그러나 장면 총리는 그럼에도 불구하고 킹슬리씨에게 UNKRA가 몇몇의 다른 필요한 프로그램이나 프로젝트들을 할 수 있었음을 상기시켰습니다. 결과적으로 UNKRA는 특정 기술교육 프로그램들을 시작할 것입니다. 우리는 그에 대한 서류를 요청했습니다. 결과적으로 문서를 받는 것에 그치지 않고 그들의 연구와 유관한 다양한 부처들에 이를 회람했습니다. 그리고 의사 결정과 사업 수행을 결정할 국무회의 전에 이에 대한 결과를 받아볼 예정입니다.

참, 지방선거(시읍면의회선거와 도의회 의원선거)가 진행 중입니다. 최선의 결과가 나올 것으로 확신합니다. 왜냐하면, 우리 대통령께서는 의심의 여지 없이 재선될 것이기 때문입니다. 여론은 보통선거를 통해 그가 재선되기길 바라며 시끄럽습니다. 이러한 현상은 국회에 심각한 딜레마를 만들어냈습니다. 법률적으로 후자(국회는)는 대통령과 부통령 선출에 특권을 지녔습니다. 그러나 대통령에 대한 보통선거에 대한 평균적인 사람들의 목소리가 현재 커지고 있다는 점을 볼 때, 국회는 국민들의 소원을 이루어주었어야 했을 것으로 보입니다. 실로, 우리는 다음달에 어떠한 일들이 벌어지게 될지를 바라마지 않습니다.

말이 나온 김에 제가 편지를 보내겠다고 했던 “인물(who’s who)”에 대해 이야기해볼까 합니다. 매번 제가 편지를 쓸 준비가 되었을 때마다, 각 부처별로 변화가 있어 제가 이 소식을 갱신해야 했습니다. 오늘 당신의 편지를 받은 김에, 명부를 다시 받아, 최근의 추가를 다시 점검하고 수정했습니다. 매우 놀랍게도 대한민국 정부가 수립된 이래 다음과 같은 변동이 있었음을 알게 되었습니다. 말하자면 내각 83, 관료들, 국들과 위원회를 합해 14, 총 97개의 자리 변동이 있었습니다. 이는 전적으로 1948년 8월 내각, 각료, 국, 그리고 위원회 구성에 처음 임명되었던 분들을 포함하고 있지 않았습니다.

전 총리 장면씨는 여전히 지역의 미육군 치료선에서 치료를 받고 있습니다. 가장 최근 11일에 그를 보았습니다.(문장 앞 부분이 흐릿) 새로운 총리 장(택상)은 역동적이며, 저와 잘 맞습니다. 그는 저를 그의 특별보좌로 임명하였으나 마치 제가 그의 복심인양 추가적으로 여러 가지 일들에 대한 권한을 허용했습니다. 그 또한 저와 잘 맞았기에 저 자신 현재 필요한 일들을 진행하거나, 필요한 일들에 대해 지시 등을 취할 수 있었습니다. 사실상 저는 대한민국에 이로운 몇몇 조사를 행하였습니다. 특히 대한민국 정부부처에 반하는 비판적 수준의 몇몇에 대해 말입니다. 장(택상) 총리는 저를 그의 ‘오른팔’이라 칭하였고, 이에 대해 감사를 드리고 있습니다. 지면이 다되어, 이제 여기서 줄일까 합니다. 잘 계시길 바랍니다.
